2 March. President Heydar Aliyev received Estonian Foreign Minister Toomas Hendrik Ilves.
3 March. He received a delegation led by US Ombudsman for Energy and Commercial Relations with the New Independent States Jan Kalicki.
4 March. He met with World Bank Country Director for Azerbaijan, Armenia and Georgia Judy O`Connor and Permanent Representative of the World Bank for Azerbaijan Tevfik Yaprak.
He received President of BP Amoco's production division David Woodward, and Head of the Company's Exploration Andy Hopwood.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
