2 November. President Heydar Aliyev held a meeting of the commission tasked to draft the new Constitution of the Republic of Azerbaijan.
5 November. The next meeting of the commission tasked to draft the new Constitution was held.
9 November. He met with the members of the Central Election Commission on the elections to the Milli Majlis.
10 November. He delivered a concluding speech at the meeting of the commission tasked with preparing the draft new Constitution of the Republic of Azerbaijan.
He made a speech at the solemn signing ceremony of the agreement on joint work between SOCAR and a group of foreign oil companies in the "Garabagh" oil structure in the "Gulustan" palace.
12 November. A new Constitution of the Republic of Azerbaijan was adopted in a nationwide referendum. National Leader Heydar Aliyev made a statement at a meeting with journalists after voting in polling station No. 17 of Sabail constituency No. 28.
20 November. He held a meeting on economic issues.
23 November. He met the newly elected women MPs to the Milli Majlis.
24 November. He made a speech at the first session of the first convocation Milli Majlis of the Republic of Azerbaijan.
28 November-2 December. He was embarked on a working visit to Great Britain and France.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
