3 November. President Heydar Aliyev met with the Minister of Foreign Affairs of Finland.
6 November. He addressed the 3rd Turkish World Writers Congress and the 8th meeting of TURKSOY held in Baku.
8 November. He delivered a speech at the event dedicated to the 500th anniversary of Muhammad Fuzuli. He received the UNESCO Director General.
13 November. He met with the US Secretary of State's special adviser on newly independent states.
14 November. He held talks with the political director of the German Foreign Ministry for Southern and Central Europe, CIS.
19 November. He received US Ambassador to Azerbaijan Richard Kauzlarich.
25 November. He met with the Secretary General of the Economic Cooperation Organization.
27 November. He delivered a speech at the expanded meeting of the Cabinet of Ministers. He received the president of "DEU" corporation of South Korea.
30 November. He left for Lisbon to attend the OSCE summit.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
