4 November. President of Azerbaijan Heydar Aliyev received US, French and Russian OSCE Minsk group Co-Chairs.
8 November. He met with Representative of the US Department of State for Central Asia, South Caucasus, Turkey and Greece Lynn Pascoe.
9 November. He made a speech at the First Congress of World Azerbaijanis.
10 November. He delivered a speech at the official reception in honor of the participants of the First Congress of World Azerbaijanis.
11 November. He accepted credentials of Turkish Ambassador to Azerbaijan Ahmet Ünal Çeviköz.
13 November. He met with a delegation led by NATO’s Commander of the Joint Command in Southeast Europe, Army General Oktar Ataman.
21 November. He delivered a speech at the Second Congress of the New Azerbaijan Party.
24 November. He received the members of the Belgium-Azerbaijan inter-parliamentary friendship group of the Belgian Parliament.
27 November. He was honored as “Statesman of the Year” by Turkey’s Industrials and Businessmen Foundation.
28 November. He received a delegation led by Director of the OSCE Office for Democratic Institutions and Human Rights Gérard Stoudmann.
29 November - 1 December. He visited Moscow to attend the Summit of the CIS heads of state. He signed an “Agreement between the Republic of Azerbaijan and the Republic of Kazakhstan on differentiation of bottom of the Caspian Sea”.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
