6 November. President Heydar Aliyev attended the solemn event marking the 35th anniversary of the Baku Metro.
7 November. He met with the representatives of the International Metro Association.
9 November. He attended the opening ceremony of the Olympic Sports Complex in Shaki.
He held an expanded meeting in Shaki.
11 November. He received a delegation led by Chairman of Board of Turkish “Sabancı Holding” Company Sakip Sabancı.
17 November. He toured the capital to mark the National Revival Day.
21-22 November. He paid a visit to Prague, Czech Republic, to attend the Summit of the NATO Partnership Council. He held meetings with NATO Secretary General George Robertson, Turkish President Ahmet Necdet Sezer, French President Jacques Chirac and Georgian President Eduard Shevardnadze.
23 November. He received U.S. Advisor for Caspian Basin Energy Diplomacy Steven Mann.
26 November. He attended and delivered a speech at the solemn event marking 10th anniversary of the New Azerbaijan Party.
28 November. He received a delegation led by Honorary President of “Enka” company Şarık Tara.
29 November. He received Russian Minister of Energy.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
