4 October - President Heydar Aliyev attended People’s writer Ilyas Afandiyev’s funeral.
7 October - He delivered a speech at the event dedicated to the 5th anniversary of establishment of Azerbaijan Armed Forces.
10 October - He made a speech at the official meeting dedicated to the implementation of the “Contract of the Century”.
15 October - He met with the heads of “RAMCO”, “TOTAL” and “MOBIL” oil companies.
16 October - He delivered a speech at the international conference dedicated to the problems of refugees and internally displaced persons (IDPs).
He attended the session at Milli Majlis.
18 October - He addressed the nation on the occasion of Azerbaijan’s Independence Day.
19 October - He met with local and foreign media representatives.
21-22 October - He visited Tashkent to attend the 4th Summit of the heads of state of Turkic states and the event dedicated to the 660th anniversary of Amir Timur. He held talks with Turkish, Uzbek, Kazakh, Kyrgyz, Turkmen and Tajik Presidents.
24 October - He received International Monetary Fund (IMF) European Department delegation.
25-27 October - He attended the 8th Summit of the heads of state of Black Sea Economic Cooperation Organization (BSEC) member states held in Moscow. He met with Georgian and Russian heads of state.
29-31 October - He paid a visit to Nakhchivan. He attended the opening ceremony of Huseyn Javid’s tomb. He met with soldiers and officers of the Nakhchivan Garrison and border guard troops, as well as the deputies of Supreme Majlis of Nakhchivan AR.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
