PACE MONITORING COMMITTEE HOLDS REGULAR SESSION
Members of Committee have discussed the questions concerning performance by Georgia, Monaco, Latvia, etc. the obligations taken before the Council of Europe, results of the referendum, which has been carried out in Armenia in connection with changes in the Constitution, and parliamentary elections in Azerbaijan.
At discussion of the question connected to referendum in Armenia, the rapporteurs and also the members of the Committee have especially emphasized, that officials of the country created obstacles for entrance to Yerevan of the deputy group for supervision over the course of referendum on the mandate of the Council of Europe, have noted discrepancy of carrying out of referendum to the European standards, the serious facts of infringements observed on many sites.
The delegation of Parliamentary Assembly in staff of 14 person has emphasized, that the referendum carried out in Yerevan on November 7, 2005 was absolutely far from the principle of free choice for voters, there was pressure on voters, the authorities took violent measures against the population which have left on demonstration as a token of the protest against false signatures.
Chairman of permanent commission of Milli Majlis on the international relations and inter-parliamentary links, the head of delegation of Azerbaijan in PACE Samad Seyidov in the interview to correspondent of AZERTAC concerning the discussions carried out by Committee connected to elections in Azerbaijan, has told:
“At session, the elections carried out in Azerbaijan and messages of the Estonian and Dutch deputies A. Herkel and Leo Platvoet who visited from December 1 till December 3, Azerbaijan, have been discussed, and also held exchange of opinions.
I want to tell about one: some forces of opposition speaking at the Committee with empty and unreasonable statements that discussions will be carried out in connection with stoppage of powers of the deputies of Azerbaijan in PACE, and certain decision will be accepted. But this question has not been discussed. Clearly, that any decision could not be accepted on the non-discussed question. It was accepted decision to discuss the question connected to elections, during January session of PACE, at next session of the Monitoring Committee.
Deputies participating in discussions, alongside with expression of positive opinions on the elections carried out in Azerbaijan, have mentioned as well the moments deserving, in their opinion, criticism. Deputies from Turkey, the Russian Federation, the Great Britain and Monaco have supported the position of our country, have declared, that elections have passed in the democratic and transparent form. But alongside with it, there also were critical remarks on the question.
