SCAD: FOURTH PHASE UNDERWAY
The national coordinator who has acted at ceremony of the SCAD Program Mazahir Efendiyev has noted, that this program, which is financed by the European Union and carried out by the UN Development Program, is the project of regional character and briefly refers to SCAD. This program began to function from our country, since 2001, with the consent of the state commission of the Azerbaijan Republic. For more, than the three-year period, the European Union has spent on the SCAD Program in size about 1 million Euros. And these means also have been transferred to the state structures combating illegal circulation of drugs inside the Republic.
The Ministry of Internal Affairs, the State Customs Committee and the State Frontier Service carry out important work for prevention of illegal circulation of drugs in Azerbaijan. And they also require new modern technology and equipment. For maintenance of it the means allocated by the European Union are transferred to these state structures.
One direction of this Program is improvement of the local legislation in the Azerbaijan Republic, to bring it in conformity with the international standards and conventions, which Azerbaijan has joined, performance of the obligations following from documents. The government of Azerbaijan has already done essential work in this area.
Speaking at the ceremony was the representative the UN Development Program David Eizenberg, the coordinator of European House Yanni Bosher, chairman of court on grave crimes Mahmud Nabiyev, the head of department of the Office of Public Prosecutor of Republic Aziz Seyidov and others have noted value of SCAD program.
It has been marked, that one of the basic directions of this program is even more to improve the legislation of the Azerbaijan Republic on anti-drug, to bring it into accord with positions of the accepted by the United Nations in this area of all three conventions. With this purpose, with participation of the international experts, experts of the authoritative countries in June a seminar for workers of bodies of the Office of Public Prosecutor and the judges, devoted to application in the local legislation and experience of norms of international law concerning extradition and mutual legal aid has been carried out, the recommendations connected to its results have been taken into account by local and foreign experts, the report has been directed to corresponding state structures.
At ceremony, also it has been marked, that as continuation of the measures which have been carried out in this direction with a view of even considerable increase of the level and efficiency of lawful activity of judges and workers of the Office of Public Prosecutor within the framework of legal aid of project SCAD at the Fourth Phase, the international experts have visited Azerbaijan and have carried out a number of the important meetings with relevant state structures. On the recommendation of experts, it is planned to equip by the modern technical equipment, and basically, the State Office of Public Prosecutor of the Azerbaijan Republic, military court on grave crimes and court on grave crimes of the Azerbaijan Republic. Today, this technical equipment is delivered to these structures.
After the ceremony ended, its participants have familiarized with the technical equipment handed to law enforcement bodies.
