The first panel session on the theme “Global Security and Balance of Power: Respect for International Law – New Issues, New Challenges,” was held as part of the 13th Global Baku Forum on “Bridging Divides in a World in Transition.”
The session was moderated by former Belgian Prime Minister Yves Leterme.
Addressing the event, Charles Michel, former Prime Minister of Belgium, warned that the EU’s key principles—peace, prosperity, and democratic values—are now under diverse threats.
Noting that the concept of global security has shifted in the 21st century, Amre Moussa, former Secretary-General of the Arab League, emphasized: “At the Global Baku Forum, we have come together to discuss this reality. Widening social, economic, and political divides between the Global North and South, along with multiple complex challenges facing the Global South, make global security issues increasingly complex and multifaceted.”
In his remarks, Alfred Gusenbauer, former Chancellor of Austria, underscored the necessity of distancing from hostility and prioritizing solutions based on international law, established norms, and principles of cooperation.
Sebastian Kurz, former Chancellor of Austria, called for a reassessment of the current international order and a reconsideration of the proper strategies against terrorism, hybrid warfare, and terrorist organizations.
Kjell Magne Bondevik, former Prime Minister of Norway, underscored that the world now faces international chaos rather than a stable order. “The international system established after World War II, — including the UN, human rights conventions, and other international bodies — have lost their strength,” he added.
The panel session then continued its work with discussions.
