Dear sisters and brothers,

I welcome of all you and congratulate you with the opening of this remarkable enterprise.

Construction of this plant in Siyazen is a landmark event for the future economic development of both the region and Azerbaijan. Last years, economic policy pursued by Heydar Aliyev yields its fruits. This is a multisided policy. Development of the region has been provided. New working places were opened. Heydar Aliyev’s policy just rests on this factor.

Last years, as the result of works carried out in the regions of Republic, such remarkable enterprises meeting high world standards have been built. It is very pleased that this enterprise also opens new working places. In the preliminary stage, it employs 170 people. In future, number of the working places will exceed 300. Construction of such enterprises should be in every region of the Republic.

I have several times spoken of the item. I reiterate that the priority of the future government will be opening of working places.

This plant meets international standards. It has been well equipped. It has been built with the assistance of local builders. This is also a delightful aspect. Because, if in the past, 7-8 years ago, in Azerbaijan, the objects were constructed by foreign companies Local companies had no such experience. But along the latest years, Azerbaijan develops all-rounded, including the construction sector. In the result of this development, the local companies also build nice buildings, modern plants.

This enterprise will play a great role in the future development of Siyazen. I know that there were carried out comprehensive construction works in the region. Every region and province of Azerbaijan must develop and better. We have every opportunity and energy for this. I am very pleased that this process goes ahead in Siyazen, too.

Other measures also were taken to develop the region. After long years, the Broiler Factory has restored its production. According to the information I was provided, over 1300 people have been employed at the factory. It once again shows that the policy, Heydar Aliyev’s policy, pursued last years in Azerbaijan is yielding its fruits.

In the 80s of the passed century, this factory was just built on the initiative of Heydar Aliyev. I remember those days. When Heydar Aliyev was on a visit in Hungary he familiarized with such an enterprise there. Then, having returned to Baku, he addressed the central government, the then leadership of the USSR for construction of such a factory in Azerbaijan.

As you know, Azerbaijan was not an independent state and all such large-scale works and projects should be permitted in the Center. On his insistence, this issue was solved and the factory was constructed in Azerbaijan. Heydar Aliyev assigned to construct this factory in Siyazen.

In early 1990, Azerbaijan encountered hard years. The people in power had no elementary knowledge on economy and they were not interested in this field at all.

They were interested only in destruction of the existent objects, and they privatized all of them and sold the equipment. We all remember that the devices, installations and other accommodation were sold abroad. At the same time, the trolleybus lines were cut and sold.

We remember those days. In the result of the then power, economy of Azerbaijan underwent deep crisis, the plants and factories suspended. Inflation level reached 1600 percent. Now the inflation level equals 2 percent. Azerbaijan’s economy was destroyed. Of course, in those years this factory also suspended. Just as the result of the right investment policy, creation of favorable investment conditions, realization of privatization, and this factory was also invested and it restored its activity.

As I mentioned, 1300 people have been employed, and they receive sufficient wages, and sell their production in the Republic. Why should we bye daily consumption goods from abroad? We should produce them in the Country. The broiler factory and this brick plant of Siyazen will serve just this purpose. New production should be created to provide the population. It is especially pleased that these productions meet world standards.

Along with the economic development, a great significance is attached in Azerbaijan to solving social problems, as well. The Government does its best in this sphere. You know the social problems are settled in the first place, at the first opportunity. So, the greater part of the Azerbaijani population is supplied with natural gas; irregularities in electricity supply have also been eliminated. The works in this sphere will be continuing, and new power stations will be constructed in Azerbaijan within the next five years. There will be no problems in electricity supply. The people will also be completely supplied with natural gas; the process launched two years ago will be continued.

The works in social sphere are being carried out in Siyazen region as well. It was noted the reconstruction work of the hospital, which had been resumed due to the investment by the State Oil Company, is now approaching the end. It is going to be equipped with modern equipment, and this three-storied hospital to serve well the residents of Siyazen. We must pay a great attention to this sphere.

Azerbaijan is getting economically stringer, and due to its economic potential, is going to turn into the leading country not only in the region but also on a larger scale. We have all necessary conditions. At the same time, the living standard of our people, our citizens should be improved. First of all, it relates to education and healthcare systems, and the spheres the people are engaged in in their everyday life.

Siyazen is an oil region. You are well aware of the fact that oil industry is a basis of this region’s economy, and attention is paid to its development. Actually, the development of our oil industry is quite clear. The first oil contract signed in 1994 allowed Azerbaijan to successfully promote its strategy, which has resulted in billions flow in Azerbaijan. Azerbaijan ranks first in investments per capita among CIS countries; even takes the lead over some Eastern European countries.

The huge investments made in the oil sector have made it possible to raise the standard of living of the people involved in this sphere: ten thousands jobs have been opened. A new oil infrastructure has been created in Azerbaijan: drilling units, platforms, oil pipelines etc. Oil export pipeline Balu-Tbilisi-Ceyhan is under construction. Despite all difficulties and obstacles, the Heydar Aliyev’s decisiveness and policy have ensured the construction of this pipeline. It is to be put into operation in the near future. Thus, all the tasks, which face Azerbaijan, will be solved at this stage.

This policy has been carrying out in Azerbaijan by Heydar Aliyev: long live eternal president of Azerbaijan, national leader Heydar Aliyev!

We, the persons who are involved in these activities, are simply assist him to carry out this policy; we would meet with him, and would try to justify his confidence in all spheres we were engaged in. We have done all worthily, and the results are evident.

Azerbaijan has a wonderful future; a lot of new job opportunities will be created here. Today, I have been informed that this issue has been solved in Siyazen region.

We have big plans, great perspectives. To realize them, the Heydar Aliyev’s policy must be continued in the country. Azerbaijani people made their choice, voted for this policy in 1993. I am sure, they will vote for this policy in the forthcoming elections. There are no alternatives to this policy; it is impossible. Any other policy may result in great tragedies - civil war, chaos, and anarchy. It must not be allowed.

Today, nobody believe in those who addressing the people make lying promises, because their both words and deeds are lie. They are the people who were destroying the country, and shed the people’s blood. That’s why, Azerbaijani people have said them “No!”; their coming to power is no longer possible. Azerbaijani people do and will support Heydar Aliyev.

We will continue the Heydar Aliyev’s policy, and turn Azerbaijan into a strong state. We have all conditions. The today’s opening of the plant indicates once again that our main objective is to develop each region of Azerbaijan.

In those transition countries where there is some progress - I can say no development is observed in many of the neighboring countries - only their capitals or big cities are mainly developing unlike small cities, towns and regions. We want each region, even the smallest village in Azerbaijan to be developed: people live in peace, get high salaries, can bring up their children in a worthy manner, be treated in modern hospitals, study at schools, and work in modern enterprises. This is what we are aimed at. I am sure this also is the aim of the Azerbaijani people. To realize these plans we have had the people’s support and confidence. We feel this support and confidence, and we rest upon them.

Dear residents of Siyazen, I once again cordially congratulate you all on putting into operation of this fine enterprise. I wish you good health, every success and happiness. Thank you.

Afterwards, Prime-Minister Ilham Aliyev has cut a red ribbon symbolizing the plant’s opening. The head of the Azerbaijani Government viewed the shops and familiarized with the new equipment delivered from Czechia. He also viewed the board reflecting activity of President Heydar Aliyev.
