Anar Guliyev: Housing should be treated as urban policy, not just construction

“Housing is not merely a social issue, but also a climate, economic, and development issue, as well as a matter of human dignity. It is also closely connected to education, healthcare, and living standards,” said Anar Guliyev, National Coordinator for the 13th Session of the UN World Urban Forum (WUF13) and Chairman of the State Committee on Urban Planning and Architecture, in his address at the Ministerial Meeting on the New Urban Agenda held as part of the WUF13.
“The global urban population is steadily increasing, which inevitably generates challenges related to settlement patterns, climate change, and infrastructure pressure. These interrelated realities require integrated solutions. From this perspective, housing should be considered not merely as construction activity, but as comprehensive urban policy encompassing land use, mobility, infrastructure, green spaces, economic productivity, and social cohesion,” he emphasized.
Anar Guliyev described the ministerial meeting as a key part of the global forum, noting it has evolved into a more interactive, results-oriented platform. He added that the new format enables discussion of solutions, best practices, and joint actions in housing and urban planning, and that strong participation reflects both the forum’s importance and cooperation with the UN Human Settlements Programme.
He underlined that the meeting provides an opportunity to explore progress, share practices, and review challenges.
