Secretary of CEC Inglab Nasirov made an announcement at the session on approval of “Regulations on status of plenipotentiary representatives of Presidential nominee of the Republic of Azerbaijan, political party and block of political parties”, “Regulations on status of empowered persons” and Secretary of CEC Vidady Makhmudov announced on approval of “Regulations on status of election commission members with deliberative vote”. These documents were approved taking into account views and offers of commission members.

The session listened to the announcement of the Secretary of CEC Ingilab Nasirov “On providing security of registered presidential nominees of the Republic of Azerbaijan”. The Commission acknowledged advisable to take a positive decision during discussion of this issue.

Secretary of CEC Ingilab Nasirov announced to the participants of the session the situation related to registration of Mr. Mammadov Etibar Salidar oglu and Mrs. Hajiyeva Lala-Shovkat, confirmed as Presidential nominees of the Republic of Azerbaijan.

The Commission took a decision to register Mr. Mammadov Etibar Salidar oglu as a Presidential nominee.

Because the number of signatures, represented by Hajiyeva Lala-Shovkat was less than envisaged by the Election Code, she was refused in registration as a Presidential nominee.

Secretary of CEC Vidady Makhmudov made an announcement on registration of Mr. Rustamkhanli Sabir Khudu oglu, confirmed as a Presidential nominee of the Republic of Azerbaijan.

After discussions, no decision was taken on this issue, that is why debates on this issue was postponed to the next meeting, according to the Election Code of the Republic of Azerbaijan. Deputy Chairman of CEC, Svetlkana Gasimova and Secretary of the Commission, Vidady Makhmudov announced on some changes among membership of district election commission. The Commission considered the offered changes acceptable.

After announcement of Secretary of the Commission Vidady Makhmudov on approval of the list of documents to be submitted to CEC for accreditation of monitors, the session determined the list of these documents.

A Commission member Azer Tagiyev announced on consideration of addresses received by CEC. The session resolved to discuss non-ethical electoral agitation, materials in some newspapers directed against Presidential nominees at one of upcoming sessions.

Ingilab Nasirov, Secretary of CEC reported on money transfer to the banking account of CEC of Nakhchivan Autonomous Republic for expenses for belongings to be distributed by CEC in centralized order to equip polling station No 1,2,3,4,5,6, and 7. The Commission voted fort positive decision on this issue.

In conclusion, the session discussed current issues.

Representatives of the International Fund for Electoral Systems (IFES), special envoy of the Secretary General of the Council of Europe, Bureau of democratic institutes and human rights of OSCE, Embassies of USA, Turkey, Romania and Israel, local and foreign mass media were present at the meeting.
