COP29 Presidency discusses global climate transparency initiatives in Bonn

A special event dedicated to the Enhanced Transparency Framework (ETF) under the Paris Agreement, the preparation of Biennial Transparency Reports (BTRs), and experience-sharing in this field was held in Bonn. The event was co-organized by the COP29 Presidency and the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC).
During the event, future areas of activity for the Baku Global Climate Transparency Platform (BTP) were presented.
In his opening remarks, COP29 Lead Negotiator Yalchin Rafiyev emphasized that climate transparency plays a vital role in assessing global climate action and shaping future policies. He briefed participants on the steps taken by the COP29 Presidency to prioritize transparency on the political agenda and to promote tangible measures in this area.
Rafiyev underscored the importance of the Baku Global Climate Transparency Platform - an initiative proposed by Azerbaijan and supported by international partners, governments, organizations, and civil society. He noted that the platform aims to assist countries with limited institutional and technical capacity in enhancing accountability. It also seeks to maintain climate transparency as a core focus of every COP process through political engagement, capacity-building, technical assistance, and regional and multilateral dialogues.
Xuehong Wang, Director of the Transparency Division at the UNFCCC Secretariat, commended the COP29 Presidency’s efforts in advancing transparency, expressing gratitude to Azerbaijan. She highlighted the priorities set for 2025 under the ETF and stressed that Azerbaijan’s political commitment and training initiatives on BTR preparation contributed to over 100 countries submitting their reports last year.
Wang also emphasized that transparency mechanisms are critical for tracking the implementation of countries’ Nationally Determined Contributions (NDCs), effectively mobilizing climate finance, and identifying capacity-building needs.
As part of the event, representatives from Kenya, Guyana, and Spain gave presentations outlining the challenges they faced and the achievements they made in preparing their BTRs. Participants expressed appreciation for Azerbaijan’s initiatives and reaffirmed their readiness to support the Baku Global Climate Transparency Platform and to engage in future cooperation under this framework.
