CRIMINALS TO BE BROUGHT TO ACCOUNT UNDER INTERNATIONAL LAW
As was earlier reported, the passenger train 374/373 traveling from Tumen (Russia) to Baku was attacked by unknown group October 26 at Artesian train station in the Russian Republic of Kalmykiya.
According to updated reports AZERTAC received from the press services of the Interior Ministry and the Office of the Prosecutor General, investigation into the case has revealed that the incident began in the dining-car after two men asked Ilkin Agayev, a Russian citizen, to give them a cell phone to make a call and then refused to give it back to the owner. The dispute sparked a scuffle involving four other Russian railroad employees, one of whom hit Agayev’s head with an ashtray. The man kept on threatening passengers shouting they await “more serious talk” at the Artesian train station.
As the train stopped at Artesian at about 21:00, October 26, a group of 60-70 men wearing civilian clothes and armed with sticks, metal bars, knifes, pistols and guns, rushed into the dining-car and neighboring car No 10, seriously injured passengers and conductors and broke 20 windows. As a result, nearly twenty-five men including three conductors and the train’s electrician received stab and cut wounds.
The Prosecutor General and the Interior Minister had send express cables to relevant bodies of the Russian Federation requesting them to take control of the situation and undertake necessary actions towards ensuring security of passengers.
In reply, investigation of the incident was assigned to Deputy Prosecutor General for Southern Federal District of the Russian Federation Ivan Sydovuk. The criminal case was opened under the articles 213.2 (hooliganism), 214.2 (vandalism) and 318.1 (resistance to authority) of the Russian Criminal Code. It was also decided to send additional force of the Internal Affairs of Kalmykiya and North Caucasian Department of Internal Affairs to Artesian to escort trains traveling along the territory where the incident had occurred.
Employees of the Baku Prosecutor Office, investigators and operational group of the Chief Transport Police as well as experts of the Association of the Forensic Medical Examination and Human Pathology met the train in Baku to query the injured passengers and conductors and those who eye-witnessed the incident. They also made videos and photos inside of the cars and withdrew bedding with blood spots and other exhibits.
The law enforcement bodies of Azerbaijan expressed readiness to provide every assistance to their Russian colleagues as part of international investigative mission.
