COP29 Presidency initiates high-level Ministerial Dialogue on climate transparency at COP30

Azerbaijan’s COP29 Presidency, in partnership with COP30, hosted a high-level Ministerial Dialogue on climate transparency as part of the 30th Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) in Brazil's Belém city.
The event was attended by Mukhtar Babayev, Representative of the President of Azerbaijan on Climate Issues and COP29 President, Yalchin Rafiyev, Deputy Foreign Minister and COP29 Lead Negotiator, André Aranha Corrêa do Lago, COP30 President, Simon Stiell, UNFCCC Executive Secretary, Inger Andersen, United Nations Environment Programme (UNEP) Executive Director, EU senior representatives, environment ministers and deputies from China, the UK, Norway, the United Arab Emirates (UAE), Angola, Tuvalu, and other countries, as well as leaders of various international organizations.
During the discussions, participants assessed progress on the Enhanced Transparency Framework (ETF), a crucial mechanism for effectively implementing the Paris Agreement, which is now celebrating its tenth anniversary. The dialogue highlighted the significance of the Biennial Transparency Reports (BTRs), first introduced at COP29 – and addressed the challenges of their preparation while exploring potential opportunities for future collaboration.
Azerbaijan’s leadership during its COP29 Presidency was acknowledged for its significant contributions to advancing climate transparency, with the Baku Global Climate Transparency Platform (BTP) recognized as a pivotal initiative in global transparency efforts.
In his remarks, COP29 President Mukhtar Babayev stressed the critical role of climate transparency in fulfilling the Paris Agreement commitments, noting that continued collaboration would remain essential for advancing the global climate agenda.
Speaking at the event, COP29 Lead Negotiator Yalchin Rafiyev highlighted Azerbaijan’s COP29 Presidency initiatives to strengthen climate transparency and accountability. He noted the support provided to various countries in preparing BTRs through the BTP, underscoring the importance of continuing high-level meetings to keep climate transparency at the forefront of the political agenda. Rafiyev emphasized that this positive practice, initiated by Azerbaijan, should continue to be implemented in future COP events.
