COP30 Presidency calls for decisive action and cooperation

Amid growing concern within the scientific community and in line with the spirit of the Paris Agreement, Ambassador André Corrêa do Lago, President of the 30th session of the UN Framework Convention on Climate Change Conference of the Parties (COP30), has published his ninth open letter calling on the global community to act decisively and collectively against the climate crisis.
According to the COP30 official website, the letter, dedicated to the upcoming conference in Belém, Brazil, urges governments, international institutions, and global partners to “turn global climate gaps into levers for transformation.”
“The challenge ahead is not only to identify what is missing but to mobilize what can move — to turn deficits in ambition, finance, and technology into forces of acceleration,” wrote André Corrêa do Lago.
He emphasized that the Paris Agreement has proven its effectiveness.
The letter notes that Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), Biennial Transparency Reports (BTRs), and the Enhanced Transparency Framework (ETF) have already become key instruments of global climate governance.
The Brazilian COP30 Presidency has also reaffirmed its three strategic priorities:
Reinforcing multilateralism and the climate regime under the UNFCCC;
Connecting the climate agenda to people’s real lives and the real economy;
Accelerating the implementation of the Paris Agreement.
At the heart of the message lies the idea of redefining “ambition”: the new measure of ambition must be the faster implementation of essential actions such as clean energy deployment, forest restoration, methane mitigation, and digital infrastructure. The world must move with greater speed and fairness in these areas.
Special attention is given to the Action Agenda, structured around six thematic axes, which aims to function as a “living ecosystem mechanism” connecting initiatives and participants worldwide to achieve “positive tipping points.”
The Brazilian Presidency also highlights the Amazon rainforest’s leading role in global climate solutions. With deforestation declining for the third consecutive year in Brazil and new financial mechanisms such as the Tropical Forests Forever Fund being launched, Corrêa do Lago stressed that protecting ecosystems and people must go hand in hand.
“In Belém, truth must meet transformation, and science must become part of solidarity. We can turn our climate fight from breakdown to breakthrough,” he concluded.
