BAKU HOSTS TWINNING PROJECT SEMINAR
Baku, March 4 (AZERTAC). A twining project seminar entitled “Legislation Process and Cooperation between Executive Authorities and Parliament: experience of European Union member countries” was held here on Wednesday
The event attended by members of the Polish Senate and Seimas was opened by chairman of the Milli Majlis commission on legal policy and state building Ali Hasanov who told of the Twinning projects` goals. He noted Azerbaijan has brought its human rights laws in line with requirements of the European conventions. According to him, Lithuania is Azerbaijan`s partner for the Twinning project. To this end, parliaments of both countries signed an agreement a year ago.
Speaking at the event, Deputy Chairman of the Lithuania Saiema Raymondas Shukis told of his country`s law-making experience, election principles and representation principles in the parliament. According to him, such projects help take Azerbaijan-Lithuania interparliamentary relations forward.
Member of the Polish Senate Edmund Wittbrodt provided an insight into cooperation of polish parliament and executive authorities in the legislative process.
Twinning is the institutional building instrument based on partnership cooperation between public administrations of an EU Member State and Azerbaijan, as a Beneficiary Country. Under Twinning, an EU Member State provides a practitioner in the implementation of the pieces of the acquis (EU body of legislation) and EU policies to effect long-term change. In the context of Azerbaijan, Twinning is of crucial strategic importance for the country, as it will help the Government to implement the Partnership Cooperation Agreement (PCA) and ENP Action Plan, assisting the country to develop modern and efficient administrations for the implementation of the pieces of the EU legislation and best policies.
