4 April. President Heydar Aliyev delivered a speech at the event dedicated to the 10th anniversary of establishment of the diplomatic relations between Azerbaijan and Russia.
5 April. He visited the residence of the British ambassador to Azerbaijan to express condolences over the death of the Queen Elizabeth - The Queen Mother.
9 April. He received a delegation led by Chairman of the Committee of Ministers of the Council of Europe, Minister of Foreign Affairs of Lithuania Antanas Valionis.
10 April. He received Deputy Chairman of the Government of Russia.
12 April. He met with a delegation of the “Statoil” Company.
16 April. He received a delegation led by Defense Secretary of the Islamic Republic of Pakistan Hamid Nawaz Khan.
22 April. He attended a solemn opening ceremony of the Days of Russian Culture in Azerbaijan.
23-24 April. He visited Ashgabat, the capital of Turkmenistan, to attend and address the Summit of Heads of State of Caspian littoral states.
25 April. He met with the local entrepreneurs at the Presidential palace.
29-30 April. He visited Turkish city of Trabzon to attend the summit of Presidents of Turkey, Azerbaijan and Georgia.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
