Baku, October 19, AZERTAC
The 52nd session of the Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC) was held on October 17-18 in Baghdad, the capital of the Republic of Iraq.
Azerbaijan was represented at the session by a delegation led by Yalchin Rafiyev, Deputy Minister of Foreign Affairs.
Discussions focused on topical issues on the agenda of OIC member states, regional and international challenges, developments and significant events across the OIC, as well as the expansion of cooperation among member states and enhancing the effectiveness of the organization's activities.
The event featured key speeches at both the main plenary session and a special session focused on “Dialogue and Solidarity: Two Fundamental Pillars for Promoting Peace and Sustainable Development."
In his remarks, Yalchin Rafiyev expressed concern over the military confrontations and escalating tensions in the region and the rising trend of Islamophobia in the world, while highlighting the normalization process between Azerbaijan and Armenia, the issue of Palestine, as well as priorities of Azerbaijan’s upcoming chairmanship of OIC Summit Conference.
At the conclusion of the session, resolutions covering political, economic, humanitarian-cultural, and a number of other areas were adopted, along with the Baghdad Declaration.
One of the key outcomes of the session for Azerbaijan was the readoption, with appropriate updates reflecting recent developments, by the OIC CFM of four resolutions on Azerbaijan titled "Elimination of the Consequences of the Aggression of the Republic of Armenia against the Republic of Azerbaijan," "Economic Support to the Republic of Azerbaijan," "Destruction and Desecration of Islamic Historical and Cultural Monuments and Traces in the Territories of Azerbaijan as a result of the Aggression of the Republic of Armenia against the Republic of Azerbaijan," and "Solidarity with the Victims of the Khojaly Massacre of 1992", as well as the inclusion in the Baghdad Declaration of a provision on the Azerbaijan-Armenia normalization process.
The Baghdad Declaration welcomed the progress in the Azerbaijan-Armenia normalization process, particularly the initialing of the Agreement on Establishment of Peace and Inter-State relations between the Republic of Azerbaijan and the Republic of Armenia, and called on Armenia, on behalf of the OIC member states, to remove the remaining legal and political obstacles to the signing the peace agreement.
The document also expressed solidarity with the Government and people of the Republic of Azerbaijan in their efforts to restore and reconstruct the territories liberated from occupation, urging the OIC member states to provide active support to demining activities in those territories.
Another significant outcome of the session for Azerbaijan was the election of Azerbaijan’s representative, Aydin Safikhanli, as a member of the OIC Independent Permanent Human Rights Commission for the 2027–2030 term. He was elected to this position following the relevant voting.
On the sidelines of the event, Deputy Minister Yalchin Rafiyev held bilateral meetings with Gambia's Foreign Minister Sering Modou Njie, Türkiye's Deputy Foreign Minister Musa Kulaklıkaya, and Iraq's Deputy Foreign Minister Mohammed Hussein Bahr Al-Uloom. During the meeting, the sides discussed cooperation between Azerbaijan and these countries within the framework of the OIC.
