BAKU PROSECUTOR’S OFFICE AND BAKU MAIN POLICE OFFICE REPORTS
Baku, February 14 (AZERTAC). At about 15 pm on 13 February, a group of 60-70 people after praying at the Haji Sultanali Mosque located at the intersection of Murtuza Mukhtarov and Salatin Askarova streets, Yasamal district of Baku, carrying placards inscribed with religious slogans, and a wreath of flowers in their hands, not informing enforcement authorities beforehand and without permission, have attempted to hold illegal march along the central H. Hajiyev Street, Fizuli Square, with intensive pedestrian and traffic flow, towards the Alley of Martyrs.
Despite explanation by the law enforcers of the Yasamal District Police Department patrol unit of the inadmissibility and illegality of the actions of marchers and to prevent illegal rally and preserve law, the marchers did not submit to the order of policemen, and thus, brutally violating public order, have hindered traffic movement in N. Narimanov Street, attacked and beat the police with stones and placard sticks, and resisting law-enforcers represented danger for their life and health.
As a result, policemen Huseynov Sarvar Huseyn olgu, Shirinov Teymur Geybulla olgu, Abbasov Elshan Orujali oglu, Ahmadli Ramil Eldar olgu, Yusifov Jeyhun Firidun oglu, and also several marchers received different degrees of physical injury. On 13 February, the Yasamal District Prosecutor has launched investigation to the case, under the Article 221.3 (using weapons or something like that to commit acts of hooliganism) and Article 315.2 (resistance to authorities or applying force) of the Criminal Code of the Azerbaijan Republic. The district prosecutor office and police department have set up a special investigation group.
With urgent investigation and operational-search measures taken, video recording of the scene carried out, samples of blood, stones and sticks found out and withdrawn, testimonies of the citizens participating in the action, and also the policemen performing official duty, the investigators conducted special forensic medical examination of the policemen who received injuries, and the persons who applied force against them.
During the operation, four active participants of incident were detained as suspected of criminal acts stipulated in the Articles 221.3 and 315.2 of Criminal Code, while seven people were arrested under the Article 310 of the Code of Administrative Offences (deliberate insubordination to requirements of police), five were fined administratively, and two were warned.
Investigatory and operational actions on establishment of the causes of offence are underway to fully specify other participants of the incident, who committed this crime, and bring the culprits to account.
