EIGHTH SUMMIT OF THE HEADS OF TURKISH-SPEAKING STATESANTALYA DECLARATION
The heads of the states,
- confirming, that Azerbaijan, Kazakhstan and Kyrgyzstan, which have marked the fifteenth anniversary of independence, have strengthened their positions on international arena as the independent states, with the changes in political, economic, legal and other spheres have shown progress in direction of processes ongoing in the world;
- noting value and the high level existing between the Turkish-speaking countries in all areas of relations and cooperation, based on commonness of history, roots, cultural and language closeness, friendship, equity and mutual benefit;
- basing on a number of the meetings held among the heads of the states of the Turkish-speaking countries, and confirming the Declarations accepted at the previous summits;
- being convinced, that expansion of bilateral and multilateral relations and interactions among the Turkish-speaking countries strengthens atmosphere of cooperation in the Eurasian region;
- expressing adherence to the purposes and principles of the Charter of the United Nations Organization, norms, principles and obligations of OSCE led by the Helsinki Final Act,
have declared the following concerning questions on which the exchange of views has been held:
1. Once again having confirmed the support of the bilateral and multilateral activity directed on the global and regional peace, safety, stability and well-being, have emphasized adherence to obligations on settlement of disputable questions peacefully.
2. Being convinced, that it is impossible to maintain well-being and stability without preservation of public order and peace, have confirmed adherence to a democratic and secular political system on the basis of supremacy of the law and respect for the human rights and expressed support for any initiative in this direction.
3. Having emphasized value of joint struggle against global threats on the Eurasian space, caused by the organized crime, including terrorism, separatism, radical actions, distribution of the weapon of mass destruction, contraband of narcotics and weapon and man trade, have once again confirmed intention to support close relations and cooperation among themselves and with the international organizations.
4. Having confirmed, that the target of the terrorism which exerts influence also on the Eurasian region, are the entire humanity and common values, have noted importance of global combat against the terrorism representing global threat, have emphasized, that the terrorism cannot be coordinated with any religious, ethnic group or geographical region, and by nothing can be justified.
5. Having paid attention to the problems in region close to the Turkish-speaking countries, especially the processes occurring after 11 of September 2001 in Afghanistan, as well as in Iraq, Palestine and Lebanon, have noted importance of continuation of the activity directed on establishment of the steady peace and stability, and support of efforts of the international community in these frameworks.
6. Have paid attention to importance of protection of the sovereignty and territorial integrity of Iraq, maintenance of fundamental laws and freedom of all people living in Iraq, including of one of them, having Turkic roots.
7. Have once again confirmed intention to keep special relations, concept of brotherhood, cooperation and solidarity, stipulated by historical commonness, affinity of languages and cultures, to continue present relations and interaction on the basis of respect for independence, sovereignty, territorial integrity, equality, mutual interests; have emphasized unity of positions in the question of development of bilateral, regional and international cooperation, determination to continue negotiations in all spheres and to expand the existent cooperation.
8. Basing on the fact that interaction in the field of economy and trade is the major part of modern bilateral and international relations and cooperation, have emphasized importance of the further development of trade and economic relations between the Turkish-speaking countries and, in particular, acceleration of realization of joint bilateral and multilateral projects in sphere of industry, agriculture, transport, communications and tourism, have especially noted the role of private sector in development of cooperation in trade-economic sphere.
9. Taking into account the dynamics of development of the world energy market last years and the necessity of strengthening economic independence of the Turkish-speaking countries, have stated on importance of diversification of routes of delivery of energy resources to the countries-consumers, have emphasized, that expansion of cooperation in power sector will give a direct impulse to maintenance of political and economic stability in region.
10. Having noted the growing value of energy resources of the Caspian basin in maintenance of energy safety of Europe, have emphasized international importance of commissioning of the Baku-Tbilisi-Ceyhan Main Export Pipeline and completion of construction of the Baku-Tbilisi-Erzurum gas main. In this connection, have ascertained importance of connection of Trans-Caspian projects to the mentioned pipelines.
11. Basing on the railway project of Kars-Akhalkalaki-Tbilisi-Baku directed on maintenance of the high-speed communications and cargo transportations between Asia and Europe, and connection of Bishkek to the railroad line Istanbul-Almaty, have emphasized, that development of the international transport communications between Turkey and other Turkish-speaking countries will open new opportunities and stimulate economic development of the countries of region.
12. Have declared importance of the activity directed on strengthening of historical, language and cultural communications among the Turkish-speaking countries, measures and the initiatives promoting their consolidation, have noted positive contribution of TURKSOY to development of culture, have emphasized necessity of the further encouragement of efforts in this direction.
13. Have noted, that will carry out close cooperation in cause of preservation, transfer to the future generations and popularizations of the common cultural heritage having centuries-old roots and promoting strengthening of communications between the parties.
14. Again have emphasized value of cooperation in the field of education for the further strengthening of friendship among the Turkish-speaking peoples, education of generations closer to each other and preparation of the professional staff.
15. Being convinced that in XXI century social and economic progress bases on development of science and technology, have noted, that support communications between the scientific organizations and scientists, concrete projects in the given area.
16. Expressing belief in importance of development of public relations among the peoples of Turkish-speaking countries from the point of view of strengthening their bilateral and multilateral cooperation, have declared the support of development of relations among the parliaments, bodies of central and local authorities, mass media and specialized organizations.
17. Being guided that one of the basic conditions of development of relations between the parties in any sphere is expansion of human contacts, have expressed readiness to make efforts for simplification and acceleration of visa procedures with a view of simplification and encouragement of trips of citizens in the countries of region.
18. Considering the negative influence caused by intensive development, experienced by mankind in XXI century, have emphasized value of the international cooperation and solidarity in the field of preservation of the environment and effective use of water sources; in this context, again have addressed the international public to improve ecological situation in the basin of Aral Sea and the Semey Region of Kazakhstan, to solve the problem of radioactive wastes in Kyrgyzstan.
19. Have noted importance of continuation of effective consultations on their interesting themes, basically, in the United Nations Organization and its various subcommittees, OSCE, in the international structures and at forums, members or participants of which they are; besides, have declared, that would operate whenever possible in coordination in the questions, concerning nominees in all international structures.
20. Have with satisfaction apprehended the nominee of Kazakhstan on presidency in OSCE in 2009 and have declared the support of the given nominee providing increase of efficiency of activity of OSCE in regions of Central Asia and the Caucasus.
21. Have expressed satisfaction in connection with move of Turkey in the direction of membership in the European Union; at the same time, have stated confidence, that membership in EU of Turkey, being important country and on the Eurasian space, will accelerate political, economic and social development of region, will strengthen communications between region and the European Union.
22. Again have declared the support of search of ways of all-round settlement of the Cyprian problem on the basis of parameters of the United Nations and the Plan of the United Nations on universal settlement.
23. Have noted importance of settlement of the Nagorno Karabakh conflict, being one of obstacles of steady stability and regional cooperation on Southern Caucasus, in the frame of the sovereignty, territorial integrity and inviolability of borders of Azerbaijan; again have expressed confidence that settlement of the Nagorno Karabakh conflict will be significant progress in the direction of maintenance of peace, stability and well-being on the Eurasian space.
24. Again have expressed confidence that the Conference on Interaction and Trust Measures in Asia (SVMDA) would promote the peace and stability on this continent. In this context, with satisfaction have noted signing Regulations about Secretary of SVMDA at the second summit of heads of the states held on June 17, 2006 and the governments of the SVAMDA member countries as a big step directed on establishment of SVMDA. Have declared the intentions concerning activation of efforts of SVMDA directed on full and universal realization of the Catalogue of Measures of Trust, and maintenance with this purpose of necessary support to Secretary of SVMDA.
25. In the frame of strengthening multilateral cooperation have emphasized importance of the joint activity directed on activation of cooperation within the Organization of Islamic Conference and making the given organization more effective.
26. Have repeatedly expressed the support to nominees of Turkey on presidency in Security Council of the United Nations Organization in 2009-2010, of Kazakhstan - in 2010-2011 and of Kyrgyzstan - in 2012-2013.
27. With satisfaction having noted positive development of bilateral and multilateral relations among the Turkish-speaking countries, have expressed confidence that the Summit in Antalya would promote strengthening of relations and cooperation among them, to the regional peace, progress, stability and safety, economic development and well-being of people of these countries. Delegations of the Turkish-speaking countries have expressed gratitude to Turkish people and the President of Turkish Republic Ahmed Necdet Sezer for the warm reception and hospitality rendered them.
