PRESIDENT`S SIGNATURE AND STATEMENT OF NON-RECOGNITION?

Berlin, 29 January (AZERTAC). As it became known from the message of the Azerbaijan Foreign Ministry`s press-service, the USA Administration has responded the note of protest of Azerbaijan against the US Congress decision on financial assistance to the Karabakh separatists. In answer of the American side it is noted that the U.S. Administration does not recognize the structure named Nagorno-Karabakh.

Outwardly, the answer would look like satisfactory. However, as it is known, the decision of the highest legislative body of the USA, the Congress, on the direct aid to Nagorno Karabakh becomes law only after the president signs it. Then, there is on the table of the president a document on direct aid to the said structure, which the Administration at the same time does not recognize? How, then, will our American partners explain similar discrepancy?
