The signing of the Memorandum of Understanding on Strategic Partnership in the Field of Energy between Azerbaijan and the European Commission in 2022 represented a political expression of this transformation. The agreement envisages increasing Azerbaijan’s natural gas exports to Europe, deepening energy cooperation, and opening new avenues in renewable energy.

Today, Azerbaijan exports natural gas to 16 countries, including 10 EU member states. Azerbaijan’s gas exports to Europe have risen from 8 billion cubic meters prior to 2022 to 13 billion cubic meters currently, with projections to reach at least 20 billion cubic meters by 2027. The Southern Gas Corridor has become a major pillar of the continent’s energy security strategy as an alternative artery connecting the Caspian basin with Europe. The TANAP and TAP pipelines have gained heightened importance in Europe’s energy source diversification policy, further consolidating Azerbaijan’s role in continental energy security.

Azerbaijan’s strategic importance for Europe extends beyond energy. In modern geopolitics, transport corridors, ports, railways, and digital communication networks stand alongside pipelines as vital factors determining geo-economic leverage. As the Northern Route faced operational challenges due to conflict and sanctions, and southern routes encountered rising risks, the Middle Corridor emerged as a highly reliable and promising route connecting Europe with Central Asia.

Positioned at the center of this route, Azerbaijan acts as a key geo-economic partner in Europe’s “Global Gateway” strategy. The Baku International Sea Trade Port, the Baku–Tbilisi–Kars railway, and the multimodal transit system across the Caspian Sea demonstrate that Azerbaijan has established itself as the primary logistics hub of this corridor. Consequently, bilateral cooperation between Brussels and Baku encompasses a comprehensive strategic partnership spanning energy security, logistics, digital connectivity, green transition, and critical raw materials.

Strategic economic partnership with Germany as the locomotive of the European Union

For an export-driven economy like Germany, the Middle Corridor holds substantial strategic utility. This route offers German industry reliable access to Central Asian markets, diversifies critical raw material supply chains, and enhances global trade resilience. Azerbaijan, in turn, operates as a core hub for logistics, energy, and economic cooperation spanning Eurasia.

In advancing this economic partnership, economic diplomacy functions hand in hand with high-level political dialogue. Meetings held by President Ilham Aliyev with executives from leading German industrial and financial enterprises during his visits to Germany have become a valuable tradition.
