US ALLOCATE 587 MLN DOLLARS TO FORMER SOVIET REPUBLICS
The draft law says that a part of funds allocating for the Southern Caucasus states has to be aimed at efforts promoting the peaceful solution of the conflicts in this region and raising of mutual trust between the parties.
Despite that sum allocating for Azerbaijan is not separately fixed, over 50 mln dollars is planning to be approved via different programs in 2004 fiscal year. The 907 Section of “Freedom Support Act” will be also waived as in previous two years. The relevant document on this, President George Bush has to sign after final approval of the draft law on financing of external transactions.
It should be reminded that Senator John McCain made amendments to the Draft law related to the Presidential elections held in Azerbaijan, October 2003 and killing of John Elvis, ex-head of the International Republicans Institute in Baku. According to the available data, text on elections was excluded from the final variant of the draft law; the rest moments of McCain amendments were kept.
In three months, after approval of the external transactions financing, Secretary of State jointly with the Prosecutor General has to submit a report reflecting course of investigation on John Elvis killing and cooperation of Azerbaijan government with American bodies on this issue to the Senate and Foreign Relations Committee of House of Representatives.
