Expert: Future trajectory of Pakistan–Azerbaijan relations highly promising – COMMENTARY

“The future trajectory of Pakistan–Azerbaijan relations appears highly promising for several reasons. First, both countries increasingly recognize the importance of middle-power diplomacy in an evolving multipolar international system. Second, the growing importance of Eurasian connectivity initiatives enhances the strategic value of both countries,” Dr. Munawar Hussain, foreign affairs expert, told AZERTAC.
According to him, cooperation in renewable energy, digital transformation, artificial intelligence, cyber security, higher education, and climate resilience provides new areas for partnership beyond traditional sectors.
“Both governments have demonstrated strong political commitment to institutionalizing cooperation through regular high-level visits and strategic dialogues,” the Pakistani expert said.
Dr. Munawar Hussain emphasized that the landmark USD 2 billion investment agreement signed between Pakistan and Azerbaijan on the sidelines of the 17th ECO Summit in Khankendi in July 2025 represents one of the most significant economic commitments in the history of bilateral relations.
“If implemented effectively, the investment agreement could become a catalyst for broader regional economic integration linking South Asia, Central Asia, the Caucasus, and the Middle East,” he added.
“Rather than being a single investment transaction, the agreement established a comprehensive framework for long-term strategic cooperation in energy, infrastructure, transport, tourism, mining, information technology, and defense-related industries.
Since its signing, both governments have initiated institutional mechanisms to translate political commitments into practical implementation. Joint working groups, technical consultations, and intergovernmental coordination have focused on identifying priority projects and addressing regulatory, financial, and legal frameworks necessary for investment execution. While the full investment package is expected to materialize in phases, the agreement reflects a deliberate strategy to transform the traditionally strong political relationship into a sustainable economic partnership,” the expert noted.
According to the expert, Azerbaijan views Pakistan as an increasingly important gateway to South Asia, while Pakistan regards Azerbaijan as a strategic partner linking South Asia with the Caucasus, Central Asia, and Europe.
“The investment initiative therefore carries significance beyond economics; it strengthens regional connectivity and complements broader Eurasian integration initiatives,” he concluded.
