RUSSIA AGAINST DEMILITARIZATION OF THE CASPIAN
A. Urnov informed, that the question of military activity on the Caspian Sea is one of difficult. “ Now we try to find a variant which would remove the problem of demilitarization and has allowed us to leave on the formula which would assume development of military activity on the Caspian Sea, but within the framework of reasonable sufficiency and observance of balance of arms of the sides. The position of Moscow consists that in modern conditions there cannot be demilitarization of the Caspian Sea. We count, that in conditions of threat of the international terrorism there cannot be disarming. On the other hand, and it does not mean escalating militarization - there is a question on reasonable sufficiency”, the diplomat has emphasized.
Answering the question on position of Moscow in connection with construction of Trans-Caspian pipeline via the seabed on the Caspian, the Russian diplomat has said “If the question is the pipeline which is Trans-Caspian, then it is the risk of Trans-Caspian”. As he said, it is the closed region, the closed reservoir and there is high seismicity. “Therefore, we count, that the question on laying such pipelines should be solved in common, by all five. That is ecological examination of such pipeline should meet with approval of all of five Caspian coastal countries ”, the Ambassador has told.
A. Urnov also informed, that there are different interpretations concerning common use of surface of water area. “We count dangerous creation of national fishing zones from the point of view of undermining the principle of collective management of bio-resources and, so, undermining of such unique population of the sturgeon in the Caspian. Therefore, this population of fish should be operated in common, instead of to impose your own fishery”.
