Ukrainian president proposes abolishing conscription from 2024

Ukrainian President Volodymyr Zelensky has instructed the Cabinet of Ministers to draw up a bill introducing a model of intensive military training system as a possible alternative form of fixed-term service and abolishing conscription of Ukrainian citizens from January 1, 2024.
According to Ukrinform, this is stated in Decree No. 36/2022 "On priority measures to strengthen the defense capabilities of the state, increase the attractiveness of military service in the Armed Forces of Ukraine and the gradual transition to a professional army," published on the website of the head of state on February 1.
According to the decree, the government has been tasked with taking measures to unconditionally comply with the requirements of Article 35 of the Law of Ukraine "On National Security of Ukraine" during the formation of the Budget Declaration for 2023-2025.
The Cabinet of Ministers should ensure the preparation and submission to the Verkhovna Rada of bills on the introduction of amendments to the law of Ukraine "On Ukraine's state budget for 2022," providing funding for a gradual increase in the salaries of service members of the Armed Forces of Ukraine to the level specified by a presidential decree of December 30, 2021, No. 688/2021, "On additional measures to ensure social guarantees for service members of the Armed Forces of Ukraine"; a gradual increase in the number of the Armed Forces of Ukraine in the period from 2022 to 2025 by 100,000 people to step up the defense capabilities of the state, as well as the introduction of a model of intensive military training system as a possible alternative form of conscription and the abolishment of conscription of Ukrainian citizens from January 1, 2024.
