Azerbaijan’s Deputy Foreign Minister: PACE’s biased approach toward Azerbaijan seriously undermines integrity of Council of Europe

Azerbaijan’s Deputy Minister of Foreign Affairs Elnur Mammadov participated in the 135th session of the Committee of Ministers of the Council of Europe held in Chisinau, Moldova, on May 14–15.
The Azerbaijani Deputy Foreign Minister noted that in August 2025, the leaders of Azerbaijan and Armenia signed the Joint Declaration in Washington and initialed the Agreement on the Establishment of Peace and Interstate Relations between the two countries.
Elnur Mammadov emphasized that over the past nine months, both countries have been living in peace, the practical benefits of the new reality have already become evident, and efforts aimed at strengthening peace are continuing.
“Azerbaijan has unilaterally lifted transit and trade restrictions, created conditions for the transportation of goods to Armenia through its territory, exported goods and products, and organized mutual visits and meetings of civil society representatives to strengthen the atmosphere of trust and conduct open discussions on common interests,” the Deputy Minister stated.
He also stressed that the biased approach of the Parliamentary Assembly of the Council of Europe toward Azerbaijan seriously undermines the integrity of the Council of Europe as an institution, adding that responsibility for resolving the issue unconditionally lies with the organization.
The Deputy Minister thanked Moldova for its work as Chair of the Committee of Ministers of the Council of Europe and wished success to Monaco as the incoming Chair.
Elnur Mammadov also addressed a roundtable discussion on “Migration in Europe” organized within the framework of the session.
