I should like to express my feelings of emotion deep sorrow following the death of your father, President Heydar Aliyev.
President Heydar Aliyev steered Azerbaijan through the difficult times of the early transition. He did so with wisdom, authority and statesmanship. He earned the support and affection of large members of his people.
Under President Heydar Aliyev, your country joined the Council of Europe and committed itself to a huge agenda for democratic change. Following your father’s illness and death and your own election, it is now for you to ensure that the opportunities and responsibilities connected with membership will be fully met.
You know you can count on the Council of Europe’s support for fulfilling that mission.
