Constitutional Court delegation visits Uzbekistan

A delegation of Azerbaijan’s Constitutional Court, led by Chairman Farhad Abdullayev, participated in the 7th Congress of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), held in Samarkand, Uzbekistan, on October 1–2. The Congress focused on constitutional justice in the context of digitalization and artificial intelligence.
The opening ceremony featured a message from Uzbek President Shavkat Mirziyoyev addressed to the participants of the Congress.
The event’s practical sessions covered the Association’s activities, its expansion, cooperation with international organizations in constitutional justice, and the draft Samarkand Declaration.
Plenary discussions focused on constitutional justice in the digital and AI era, addressing judicial independence, human rights, the rule of law, and the opportunities, legal limits and safeguards surrounding the use of digital technologies and AI in constitutional review.
Farhad Abdullayev delivered a presentation at the Congress on the use of AI as an analytical tool in drafting judicial acts, including Constitutional Court decisions.
As part of the visit, Azerbaijan’s Constitutional Court initiated a working meeting of the constitutional courts of the Conference of Constitutional Jurisdictions of the Turkic World (TÜRK-AY), where participants discussed prospects for cooperation among member courts and future areas of activity.
The Samarkand Declaration was adopted at the conclusion of the Congress.
