ARMENIAN DEPUTY ACKNOWLEDGED AGGRESSIVE POLICY OF HIS COUNTRY
On 5 November was held regular sitting of the monitoring committee of the Organization. After the sitting, MP of Azerbaijan Bakhtiyar Aliyev gave an interview to the AzerTAj correspondent. He, in particular, said:
“At the sitting discussed was the issue on fulfillment of the obligation taken before the Council of Europe, and given information on the 15 October presidential elections in Azerbaijan. This was reflected in the obligations taken by Azerbaijan as CE member. According to the obligations, it is necessary to adopt a new Election Code and conduct presidential elections in accordance with it.
Co-reporter on Azerbaijan Andreas Gross in his report on the item noted the confident victory of President Ilham Aliyev garnering majority of votes, underlining also that on the day of elections were admitted serious fraud, the lists did not include names of many electors, which arouse concern.
In his speech, he stressed that in the country was maintained complete stability. The people voted for the candidate whom it believed and renders trust. The newly elected President Mr. Ilham Aliyev called on the political forces for dialogue.
At he sitting, also discussed was the issue, bound with fulfillment of the obligations taken by Azerbaijan and Armenia before the Council of Europe. By the way, the obligations also include that the conflict should be solved in the frame of the norms of international law.
Unfortunately, in the report, connected with Armenia, the issue was not reflected objectively. I brought the question to the notice of the deputies and underlined that Armenia pursues aggressive policy and does not intend to solve the question peacefully.
The Armenian deputy A. Rustamyan made a statement that arrival from the territory of Azerbaijan to the region of conflict of the reporter on the problem of Nagorno Karabakh Terry Davis is impossible. The Azerbaijani side cannot guarantee his safety. So, Nagorno Karabakh has been dislocated by the army of the occupant state, and Armenia directly keeps under control the events there. Thus, he automatically was to acknowledge that his country pursues aggressive policy and jeopardizes and the CE representative, who is to visit Nagorno Karabakh via the territory of Armenia.
To the question and remarks connected with occupation of 7 villages of the Tovuz and Gazakh regions of Azerbaijan, the Armenian deputy could not rely. A. Gross noted that he and his colleague Martines Kassan visited the territory once and were indeed eyewitnesses of occupation of these villages by Armenians, as well as constant violence by the Armenian side ceasefire regime, which keep under threat the peaceful people. It was stated that at the previous sitting of the committee he presented information on this. He said that the question aroused serious concern in the committee.
Unfortunately, hitherto, PACE did not regard the issue. The Azerbaijani side demanded that the question was reflected in the report on Armenia and that Armenia fulfilled the obligation it took before the Council of Europe.
