Azerbaijan’s State Security Service Chief visits China

A delegation from Azerbaijan led by Colonel General Ali Naghiyev, Chief of the State Security Service (SSS), visited Lianyungang in China’s Jiangsu Province at the invitation of the Ministry of Public Security of the People’s Republic of China (PRC) to participate in the fifth Conference of the Global Public Security Cooperation Forum.
The event brought together senior officials from various countries and international organizations. The forum addressed counterterrorism, strengthening international cooperation, the application of new technologies in combating terrorism and improving governance mechanisms. The event concluded with the adoption of a final document entitled the “Global Counter-Terrorism Action Plan for 2026.”
As part of the forum, Colonel General Ali Naghiyev met with Chinese State Councilor and Minister of Public Security Wang Xiaohong. Naghiyev thanked the Chinese side for the invitation and expressed condolences to the Chinese people and the families of those killed in the disaster in Tibet. He stressed that Azerbaijan shares their grief and stands in solidarity with those affected.
The sides exchanged views on global security and emerging threats, highly assessed bilateral institutional ties and discussed prospects for further cooperation in areas of mutual interest.
Amid a complex international situation and growing global risks, the sides stressed the importance of jointly addressing emerging threats through mutual trust, respect and timely information exchange. They noted the strategic nature of Azerbaijan-China relations, based on respect for sovereignty and mutual support.
The sides also expressed their intention to deepen cooperation in combating terrorism, transnational organized crime and telecommunications-related fraud, implement agreements reached by the two heads of state and strengthen ties between law enforcement and security agencies.
The meeting concluded with the signing of a security cooperation agreement between Azerbaijan’s State Security Service and China’s Ministry of Public Security.
