CONGRATULATIONS TO THE PEOPLE OF AZERBAIJAN ON THE DAY OF CONSTITUTION
Eight years have elapsed since the Constitution of the Independent Republic of Azerbaijan was adopted by nationwide Referendum.
The Constitution, prepared and adopted by Referendum on 12 November 1995 under the leadership of the nationwide leader of our people, founder of the modern Azerbaijani state Mr. Heydar Aliyev, basing on civil values and lawmaking practice of the present world, on the multi-centuries statehood traditions of our nation, on the national and universal principles has created a solid foundation for democratic, legal and secular state building.
The Constitution, reflecting unanimous and inviolable will of the people, has defined the major principles of activity of the Azerbaijani state, priorities of the democratic state building process, fundamental rights and duties of the citizens.
After adoption of the Constitution, significant changes took place in numerous fields in the country, in particular, in the legal state building and human rights protection. To realize the principles of division of power more successively, there was conducted court-legal reforms, the Republic acceded to numerous Conventions on human rights protection, new mechanisms have been set up to ensure rights and freedoms of citizens in the country.
Today, state of Azerbaijan endeavors to implement basic terms of the Constitution, create necessary legal-normative base and political environment and give full sense to these terms for establishment of a free civil society, attaches great importance to efficiently use the opportunities it has opened for renewal of the socio-political, economic and cultural life of country.
Constitution of Azerbaijan is a comprehensive and perfect, at the same time dynamic document, an important mean for renewal and progress of our life. The amendments made to the Constitution by nationwide voting on 24 August 2002, reflected the changes occurred in the development of legal bases for human rights and freedoms protection, modernized and enriched our Fundamental Law.
Deep acquisition of the major principles and terms of the Constitution by citizens, bringing to conformity of all fields of the life of state and society with our Fundamental Law and realization of its provisions are of the significant tasks in the years ahead.
I express my confidence that every citizen of Azerbaijan with the sense of responsibility will promote successive and full application of the major principles and terms determined by Constitution in all fields of our renewing life.
