I would like to extend my warm and sincere congratulations upon your inauguration as President of Azerbaijan. Your dedication to the people of your nation, high level of education and knowledge and governing capability are quite apparent, and I am sure that you will lead the Republic of Azerbaijan to further prosperity and security. I hope that in this process of rapid change in Azerbaijan that the policymakers you lead will ensure that Azerbaijan does not lose its unique character. While pursuing the strengthening of market economy, democratization and rule of law, it is necessary to preserve the unique way of life of Azerbaijan - its culture, traditions, and values. Not everything from the West should be borrowed and implemented, and Azerbaijan can teach the West a lot about culture, caring for family and neighbors, and education.
You have shown your professional leadership in a variety of fields, and I know that you are aware of the challenges that Azerbaijan faces and will pursue long-term strategies to solve them in an effective manner. I was very impressed that following your election to the presidency, your government began making a number of appointments that illustrates your attempts to harness the talent in Azerbaijani society from all sectors regardless of political affiliation - truly a commendable policy.
