I am writing to express my best wishes to you on the occasion of your election as President of the Republic of Azerbaijan. I should like also to express the hope that your time in office will be a period of success for you and the people of your country.
You will be aware that the International Election Observation Mission (IEOM) has raised a number of significant concerns about the conduct of the elections and there have been reports of harassment of opposition supporters. These matters have been raised be members of the European Parliament during its October plenary session and were broadly reflected in the statement made by the European Union following the elections. I trust that your authorities will conduct a full investigation into any allegations of malpractice and will implement fully the recommendations of the IEOM.
I should like to underline that the European Parliament places great value on its relations with Azerbaijan and that this was most recently evidence in the successful meeting this year in Baku of the Parliamentary Cooperation Committee. I hope for a deepening of the relationship between Azerbaijan and the European Union, a relationship which must be based on respect for democracy and human rights.
