Let me send You my cordial congratulations on the occasion of completion of the most powerful drilling rig in the Caspian Sea - DSS-20. It is a firm basis in development of the energy resources of the Caspian Sea, as well as the evidence of professionalism and ability to work together with the global energy companies. The joint efforts of your people and ExxonMobile, ChevronTexaco and Maersk Contractors resulted in construction of the new semi-submersible rig.
This rig has advantage over other well known rigs in the Caspian Sea by its not only power but also meets the standards of safety and protection of the environment. I was deeply touched by this achievement and proud that the American companies played the leading role in that.
Government of the United States understands that development of energy resources of the Caspian basin plays an important role in economic development and prosperity both in Caspian and all over the region. The new semi-submersible drilling rig will enable to explore ‘Zafar-Mashal’ structures and other offshore ones, operator of which are American companies, as well as further development of the fields located on the deep-water bed and play a decisive role in this process. We are ready to further support these important efforts of our companies and look forward the close and fruitful cooperation with the Republic of Azerbaijan in the field of sustainable development of its natural resources.
