INT’L CONFERENCE ON COMBAT AGAINST NARCOTICS STARTED IN BAKU

On January 22, at the “Gulistan” Palace of Baku, the international conference titled “Combat against illegal circulation of narcotics in the states of the Great Silk Road”, organized together with the State Customs Committee of the Azerbaijan Republic and the World Customs Organization (WCO).

Before opening of the conference, the participants revered memory of the ingenious son of Azerbaijani people, the national leader, President Heydar Aliyev.

Opening the conference, the Deputy Prime Minister of the Azerbaijan Republic, chairman of the State Commission on combat against narcotics and illegal circulation of narcotics Ali Hasanov welcomed the visitors, on behalf of the government of Azerbaijan expressed gratitude to the Secretary General of the WCO Mr. Michel Dane, and also other participants for trust and the help rendered to the Republic in carrying out of this authoritative action. He said that spread and illegal circulation of narcotics in the modern world is one of the most serious and painful problems of mankind in the XXI century, that effective struggle against this trouble which has accepted character of global threat, is possible only as a result of joint activity of all countries and international organizations. Deputy Prime Minister noted that the Azerbaijan Republic joined all the International Conventions and documents in this area and adequately carries out the obligations assigned to it in combat against drugs.

Mr. Hasanov has reminded, that the national leader of Azerbaijani people Heydar Aliyev considered combat against illegal circulation of narcotics in Azerbaijan as a nation-wide task: “We count narcotics, illegal use of narcotic substances, their distribution in our country, a threat for the present and future of our society and people. Therefore, I think combat against it is one of the main tasks of the state bodies”.

With a view of effective performance of the given task, the State commission on combat against narcotics and illegal circulation of narcotics also has been created. Ali Hasanov informed, that in the Republic began successful realization of 2nd National Program covering organized, legal, social and other aspects of combat against drugs. Having reminded a favorable geographical position of the Republic, including its arrangement on the Great Silk Road, the Deputy Prime Minister spoke about necessity of the further strengthening of combat with a view of prohibition use of the Country’s territory as transit point, stressed that 20 percents of the Azerbaijani lands were occupied by Armenia, and these uncontrollable territories are used for cultivation of narcotic plants and transit of narcotics.

Then, head of the law enforcement department of President Administration Fuad Alaskarov read out congratulation message of President of Azerbaijan Ilham Aliyev to the participants of the Conference.

Chairman of State Customs Committee Kemaleddin Heydarov expressed gratitude to the Secretary General of the World Customs Organization Mr. Michel Dane, and also the participants and visitors of this authoritative international conference. He said: “Active participation of representatives of the international organizations and customs services of the states of the Great Silk Road at the conferences reaffirms importance of the discussed problems, and also determination of participants in struggle against the illegal circulation of narcotics being a trouble of all mankind.

Chairman of the Committee emphasized that struggle against spread of drug addiction and narcotic business is one of the primary goals worth and before the state bodies of Azerbaijan, informing that the government of Azerbaijan successfully carries out the tasks assigned to it by the National Program and the international obligations on struggle against drugs, carries out a number of purposeful measures in this area. A component of these measures are equipment of the customs bodies of the Republic with modern means of the control and vehicles, studying and application of practice of the customs bodies of the leading states, formation of information system basing on modern technology, carrying out of seminars with a view of preparation of professional customs officers, opening adequate to the world standards of the Regional educational center and the Film-logic center, strengthening of structures on investigation and consequence.

In this business, the State Customs Committee attaches huge significance to bilateral, regional and international cooperation. Chairman of the Committee expressed confidence that the Conference held in Baku would bear the fruits in carrying out of a wide exchange of opinions between the customs services of the states of the Great Silk Road and the international organizations, studying of the best practices, expansion of mutually advantageous cooperation.

Speaking at the Conference, the Secretary General of the World Customs Organization Michel Dane on behalf of structure headed by him has expressed the condolence to all the Azerbaijani people in connection with death of the outstanding politician and statesman, President Heydar Aliyev. Having congratulated participants of the international conference, Mr. Michel Dane has emphasized value of joint activity of the states and the international organizations in struggle against narcotics becoming disaster of the century. At the same time, he noted that in the field of combat against drugs a number of difficulties still take place.

Michel Dane has stated satisfaction with cooperation of the organization supervised by him with the State Customs Committee of the Azerbaijan Republic, has reminded, that in this direction a number of joint efforts is carried out. He expressed hope that at the Baku Conference useful offers would sound, concrete results be achieved.

Then, participants of the Conference were photographed for memory.

After a break at Conference, reports have been heard, participants have familiarized with the Regional Training Center and the Cynology Center.

On January 23, the international conference will continue.
