MILLI MAJLIS ADOPTED LAW “ON COMBAT AGAINST CORRUPTION”
Ali Huseynov, chairman of the standing committee on issues of legal policy and state building, presented the Draft “On combat against corruption” in the third reading. Since the discussions in the second reading there have been made certain changes in the Draft, he said.
The Law provides for prevention, reveal of offences connected with corruption and abolishment of their sequences. The function of specialized body in preventing corruption will be realized by the Commission on combat against corruption under the Council of management of state service.
The Law envisions that “if cost of the gift received by officials in connection with performing his official powers exceeds 50-fold conditional finance units, they are considered the property of power body or local authority where the official perform his duties. If the gift is envisaged for personal use, then the person receiving it can accept this gift with a proviso. During conclusion or execution of the civil-judicial agreements with the physical entity the officials are banned to receive any privileges on service activity”. After long discussion, the Draft was adopted.
Then, discussed and adopted was the Convention “On legal assistance and legal relations on civil, family and criminal deals”, Protocol “On approval of the “Regulations on the order of organizing and conducting joint anti-terror measures at the territory of the CIS countries”, Protocol “On introduction of changes and amendments to the rules of establishment of source of the goods of the developing countries in the course of presentation of tariff preferences in the frame of the system of common preferences”, stipulated by the Agreement dated 12 April 1996 on relevant document, and others.
