On behalf of the European Commission, I am writing to express my best wishes to you on the occasion of your election as President of the Republic of Azerbaijan. The European Commission recognizes that this a crucial period for Azerbaijan and I should like also to express the hope that your time in office will be a period of success for you and the people of your country.
I am aware that the International Election Observation Mission (IEOM) has stated in its preliminary conclusions that the overall electoral process fell short of international standards in several respects. I trust that your authorities will conduct a full investigation into any allegations of malpractice and will implement fully the recommendations of the IEOM. The European Commission notes that steps taken to annul the results of a significant number of precinct results.
I should like to underline that the European Commission places great value on its relations with Azerbaijan. I hope for a deepening of the relationship between Azerbaijan and the European Union, a relationship which must be based on respect for democracy and human rights.
Once again may I wish you every success in the exercise of your mandate and I look forward to developing our contacts further.
