It is with great regret that I learned of the passing of former President Heydar Aliyev. This is obviously a moment of deep sadness for your nation and for yourself, a sadness that we share. We admired former President Aliyev for the leadership he showed in your nation and the dramatic steps he took to reform the country, improve its economy and enhance the livelihood of its people. Clearly, the Azerbaijan Republic made great and important strides under his steady leadership.
