It was with great sorrow that I received the recent news of the demise of Mr. Heydar Aliyev, former President of the Republic of Azerbaijan. I should like to offer You, and through You the people of Azerbaijan, my sincere condolences in this respect. The enormous contribution made by Heydar Aliyev to ensuring the stability and economic prosperity of Azerbaijan as an independent nation is widely and justly recognized, and I can therefore well appreciate the great sense of loss now experienced both by yourself and by the entire population of your country.
Please, therefore, accept, Your Excellency, my deepest sympathy and condolences in this sad hour for Azerbaijan.
