In the name of God, Most Gracious, Most Merciful

Dear Mr. Prime Minister,

I extend my cordial congratulations to Your Excellency on behalf of the Moslems of Azerbaijan and the entire Caucasus, blessing to God to promote You great successes for out Motherland and people. Let the Almighty guide You in this honorable way, hope and trust of the people be Your supporter.

We, the Moslems, accept all the happenings in the life as the will and order of the Almighty. In this sense, Your victory in the free and democratic elections is the embodiment of His blessing. The God grants those who are beloved by Him, the Holy Quran says.

The people have made its great choice still in 1993. In those days, the people of Azerbaijan, undergone sufferings and which was driven to abyss, turned to its genius son and were saved. The life approved its rightness. This great, gigantic personality, with his wise, farseeing policy could maintain stability in the Country, guaranteed development and progress of state, also could bring up a wise mature person to continue his victorious policy.

Millions of our county fellows looks at You as the worthy successor of Heydar Aliyev’s ideas, relies on You and this embodied in the victory at the presidential elections. In fact, Your presidency necessary for our people. “The best of the men is who favors the people”, the Prophet says.

As a Sheik-ul-Islam, I am pleased that such a wise, worthy, courageous son, citizen and patriot were elected to the post of the head of our state. I am convinced that You will mobilize all your might for the welfare, happy future of the people and not spare your efforts as Your father did, with the help of the Almighty and nation do irreversible the sovereignty of Azerbaijan, strengthen its statehood, liberate our native Garabag, realize the best wishes of our people. I assure You the men of religion and all believers will always support the President they have elected, bless the Creator.

Accept, please, Your Excellency, congratulations and respect of the Moslems of the Caucasus and I bless for You for good deeds in the name of our Motherland.

Let the Almighty bless You at the high state position, be merciful for Your initiatives! Amen!
