Russian and Azerbaijan experts presented joint report
Moscow, May 14 (AZERTAC). Historical faculty of the Moscow State University has conducted a round table "The Russian-Azerbaijani relations at the present stage: problems and prospects" in which has been presented the report of joint Russian-Azerbaijani expert group. The head of expert group, the assistant to the dean of historical faculty of the Moscow State University, the general director of the information-analytical center of the Moscow State University Alexey Vlasov has presented to expert community substantive provisions of the prepared document.
From the Russian side, the event was attended by director of the Caucasus Studies Center of the Moscow State University, general director of information-analytical agency "Bulletin of Caucasus" Ismayil Agakishiyev, the director of the Center of political researches Vladimir Yevseyev, the head of the CIS and Baltic countries Editorial of RIA Novosti News Agency Alan Kasaev, the expert of the MGIMO Center of analytical monitoring Leonid Gusev.
The Azerbaijani side was presented by the general director of International News Agency "Trend" Ilgar Huseynov, the general director of All-Russia Azerbaijan Congress Eldar Guliyev, the adviser of embassy of the Azerbaijan Republic in the Russian Federation Eldar Bayramov, etc.
After discussion of the expert report, the attendees have made offers and additions to the report. Participants of the “round table” have accepted also the resolution which stated:
"Participants of the “round table” note that mutual relations at the moment have reached on qualitatively new level characterized by deepening of interaction in the basic directions of cooperation - the trade and economic interaction, security, the Caspian dialogue, educational sphere.
There are all preconditions for fastening of mutual relations at level of strategic partnership and transformation of the Russian-Azerbaijan interaction as an example mutually advantageous and cooperation equal in rights.
With a view of the further development of bilateral cooperation, the participants of the “round table” consider necessary realization of some complex measures.
In the frame of trade and economic relations it is necessary to sign the contract on mutual protection of investments, improvement of quality of customs service on border of Russia with Azerbaijan through introduction of information technology and electronic declaring, complex development of transport communications, the further deepening of cooperation in agrarian sector.
In sphere of energy cooperation: unification of efforts of two countries on creation of terminals liquefied gas at the Black Sea coast, intensifying of interaction of Azerbaijan with frontier areas of Russia in the field of deliveries of oil products and other petrochemicals.
In the field of educational and information cooperation: to make active contacts at level of the research centers of two countries, to form new dialogue platforms in media sphere, including the Caspian and Caucasian media forum, to make active journalistic exchanges between regions of Russia and Azerbaijan; priority to adjust programs on youth exchange, mutual trips of students and schoolboys; to enter into educational program of the higher schools having chairs of the CIS countries, studying of the Caspian subjects through prism of regional integration; to increase quantity of hours of studying of the Azerbaijani language on specialized chairs of leading higher schools of the Russian Federation; to create conditions for tourism development on Caspian Sea, to form the general tourist clusters.
In the field of innovative projects: to develop projects in the field of high technologies on the basis of the centers in Skolkovo and the Azerbaijan Regional innovative zone, to form new programs of cooperation between Academies of Sciences of two countries, to create in Baku the international Caspian Sea research center, to activate interaction between two countries in the frame of TEIS project.
In security sphere: to create the Common operational center of reaction and information monitoring on the Caspian Sea for delivery of the operative information in ports of basing of forces of the Emergency Ministries and Naval Forces of the Caspian littoral states; at level of expert interaction to consider variants of use Gabala RLS after 2012.
