8th Congress of New Azerbaijan Party wraps up

The 8th Congress of the New Azerbaijan Party (YAP) was held on October 2 at the Heydar Aliyev Center in Baku.
President of the Republic of Azerbaijan and Chairman of the New Azerbaijan Party Ilham Aliyev addressed the event.
The Congress subsequently continued its work with speeches and discussions.
In his remarks, YAP Deputy Chairman and Head of the Central Office Tahir Budagov noted that as part of preparations for the 8th Congress of the New Azerbaijan Party (YAP), 84 local party organizations held reporting conferences between September 7 and 19, 2026, with a total of 16,239 participants. At the conferences, reports were presented on the progress made in fulfilling the tasks set following the 7th Congress, and the results achieved were analyzed through broad discussions.
According to him, the policy pursued by President of Azerbaijan and Chairman of the New Azerbaijan Party (YAP) Ilham Aliyev, received unequivocal and unanimous support at all the conferences. Tahir Budagov underscored the President's tremendous efforts in achieving Azerbaijan’s accomplishments, protecting its independence, and ensuring the country’s territorial integrity and full sovereignty, noting with pride that Azerbaijan has become a key player not only in the South Caucasus, but also in a broader geographical region.
“Based on the outcomes of the reporting conferences, 960 delegates were elected to the 8th Congress by the district and city organizations," he added.
Tahir Budagov announced the agenda of the Congress.
The agenda was put to a vote and unanimously approved.
Tahir Budagov then delivered the report of the YAP Board for the period since the 7th Congress.
Other speakers, including Ali Ahmadov, YAP Deputy Chairman and First Deputy Speaker of the Milli Majlis; Arif Rahimzade, Chairman of YAP’s Council of Veterans and member of the Board; Musa Guliyev, YAP Board member and member of the Milli Majlis; Bakhtiyar Islamov, Chairman of YAP Youth Union and Elman Jafarli, Chairman of YAP’s Nakhchivan City Organization highlighted Azerbaijan’s achievements in economic, social and political development, as well as the party’s growing international cooperation. They also emphasized youth development, the country’s strengthened regional role, and priorities including sustainable development, peace, economic growth and improved public welfare.

Hero of the Patriotic War and Ministry of Defense Industry Chief Adviser Gazanfar Aghayev highlighted the importance of YAP’s youth policy, noting that young party members are committed to Azerbaijan’s development, statehood traditions, and the strategic course set by President Ilham Aliyev.

The proposal to consider the New Azerbaijan Party’s activities since the 7th Congress satisfactory was subsequently put to a vote and unanimously approved.

The YAP Inspection Commission’s report covering the period since the 7th Congress was presented. The report was delivered by Sevinj Huseynova, Chairperson of the Inspection Commission and a member of the Milli Majlis.
The Congress then continued with speeches on the Inspection Commission’s report.
Parvin Karimzada, a YAP Board member and member of the Milli Majlis, highlighted the importance of the report in ensuring transparency, financial and organizational discipline, and accountability within YAP. She also emphasized Azerbaijan’s development and statehood policy.

The Congress then continued with speeches on proposed amendments to the YAP Charter.
Nizami Safarov, Deputy Chairman of the YAP Inspection, Bahar Muradova, a YAP Board member and Chair of the State Committee for Family, Women, and Children Affairs, and Vugar Rahimzade, Milli Majlis member, emphasized that the proposed YAP Charter amendments reflect the realities of modern Azerbaijan, preserving YAP’s political legacy while introducing modern governance and aligning with current legislation. They highlighted the significance of the 8th Congress and its new goals following the restoration of Azerbaijan’s territorial integrity and sovereignty.

The 8th Congress of the New Azerbaijan Party (YAP) unanimously approved the proposed amendments to the party’s Charter.

The 40-member composition of the Board of the New Azerbaijan Party was unanimously approved following a vote.

The 13-member composition of the YAP Inspection Commission was submitted to a vote at the party’s 8th Congress and unanimously approved.
