DECREEOF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJANON PENSION RISE
1. To rise minimal pay level for not-working pensioners from 70.000 manats to 100.000 manats (3rd group disabled - from 23.6 thousand manats to 65 thousand manats).
To fix that monthly allowance envisaged in point 1 of the Decree of the President of the Republic of Azerbaijan ‘On providing equivalent allowance to privileges on living, transport and other utilities’, N 613 of December 26, 2001, are not included into the minimal pay level of not-working pensions.
2. To rise minimal pay level of pensions and allowances of social pensioners, as follows:
- 1st group disabled and disabled children under 16, from 68 thousand manats to 100 thousand manats
- retired pensioners, and pensioners in the case of bread-winner loss, 2nd group disabled- from 66 thousand manats to 90 thousand manats;
- 3rd group invalids - from 50 thousand manats to 65 thousand manats.
3. The Cabinet of Ministers of the Republic of Azerbaijan:
- in accordance with Article 89 of the Law of the Republic of Azerbaijan “ On providing citizens with pension” to pass a resolution on monthly pay rise from 60 thousand manats to 85 thousand manats for calculation of pension amounts;
- to solve other issues related to this Decree.
4. To assign Ministry of Labor and Social Security of Population of the Republic of Azerbaijan, Ministry of Finance and State Social Security Fund to fulfill practical actions
Directed to providing payments to citizens and improvement of welfare of the population by means of making the system of pension security to meet the principles of market economy
in accordance with the ‘ State poverty reduction program and economic development in the Republic of Azerbaijan in 2003 through 2005”
5. To fix that heads of state enterprises and institutions carry responsibility for full payment of the fees for obligatory state social insurance simultaneously with the payments on wage to the State Social Security Fund of the Republic of Azerbaijan.
6. Decrees of the President of Azerbaijan Republic ‘On reinforcement of social security of the not-working pensioners, N 296 of December 24, 1999, ‘ On increasing state assistance to social pensioners’, N 542 of December 13, 2000 and point 3 of the Decree of President of the Republic of Azerbaijan ‘On providing equivalent allowance of privileges’ changes on public, transport and other utilities ‘, N 613 of December 26, 2001 shall be considered invalid.
7. The present Decree comes into force on August 1, 2003.
