I extend my warm congratulations to You with the victory at the 15 October 2003 Presidential elections of Azerbaijan Republic.
I believe that mature and progressive leadership of Your Excellency will greatly contribute to progress and prosperity of the fraternal Azerbaijan.
The close cooperation established between Turkey and Azerbaijan, along with valuable contribution to the welfare of our peoples, will serve peace and tranquility in the region. I would reiterate my assurance that our cooperation enriching from the existent common and mutual trust between our countries, will strengthen and develop under the leadership of Your Excellency.
