RESULTS OF SOCIO-ECONOMIC DEVELOPMENTS OF SUMGAIT IN 2003 SUMMED UP

In the report of chief executive of Sumgait Vagif Aliyev at the gathering of active taken place here, activity of all spheres and structures of the city in 2003 has been in details analyzed, and was noted that their work has been directed on performance of instructions and requirements of the unforgettable President Heydar Aliyev, his recommendations of program character stated by him during his known arrival to the city on April 3, 2003. The basic changes which have occurred in Sumgait since that day, once again confirm what important duly they were. Sumgait has emphasized V. Aliyev, always was in the focus of attention of Heydar Aliyev. Grateful memory of inhabitants honors and remembers him.

Speaking about the done work, he noted that the program including the basic directions of development of the industry, construction, transport and telecommunications, services of municipal economy, social sphere, development of business, execution of the city budget, as a whole was fulfilled.

The greatest successes were achieved in overcoming crisis in joint-stock companies "Azerboru", on the Sumgait branch of "Azeraluminium”, “Sumgait kompressorlari”, the enterprises of a chemical complex - factories "Orgintez", "Sintezkauchuk", "Ethylene-polyethylene”, and also at the enterprises of light industry and others.

On results of the year, the volume of manufacture at the large industrial enterprises has made 562,4 billion manat. It is higher than last year's parameters by 57 percent.

The last year, was put into operation a modern brick-works. A number of shops standing idle long time and manufactures chemical, metallurgical and light industry were restored after reconstruction. It has positively affected on the growth of number of workplaces.

According to the Decree of the President of Azerbaijan Ilham Aliyev “On approval of the State Program of socio-economic development of regions of the Azerbaijan Republic (2004-2008) ” in which the sufficient place is given also to problems of Sumgait, is stipulated to open 3500 new workplaces, and in the current year - 650.

The basic parts of concepts developed by habitants of Sumgait, were included in this Decree. For its realization, as was underlined by the head of executive power of the city, in Sumgait there is a good potential: scientific and technical, economic and, the most important, human-professional staff and scientists.

Alongside with a lot building, repair work, works on an accomplishment, gardening, etc. the big attention for the expired period was given also to development of business. Densities of the private sector in economy, on transport, in sphere of services and in a profitable part of the city budget have appreciably increased. The department of transport created on a self-supporting basis has removed many sore problems in this area. All these were promoted by efficiency of the measures accepted on prevention of the unreasonable facts of intervention of law enforcement bodies in economic activities of the industrial enterprises and private business.

The reference of the citizens in higher bodies that testifies to increase of attention to their inquiries and needs on the part of executive authority of city and its structures lately has sharply decreased.

At the same time, the chief executive of the city of Vagif Aliyev has subjected to sharp criticism activity of some heads, for example, establishments of education, public health services, where yet there are many negative facts.
