Azerbaijan attends 16th Conference of Directors of Prison Administration in Strasbourg
Baku, October 22 (AZERTAC). Deputy Head of Penitentiary Service of Azerbaijan Ministry of Justice Huseyn Alikhanov participated in the 16th Conference of Directors of Prison Administration (CDAP) with the participation of Directors of Probation Services in Strasbourg, France.
Addressing the conference, Alikhanov provided information on progress achieved in this sphere by Azerbaijan Ministry of Justice.
Member of the International Prison Reform Organization and the European Council`s committee against torture Ms. Natalaya Khutorskaya highly appreciated works done in penitentiary field of Azerbaijan Republic.
The main focus of the discussions was how to improve co-operation between the prison and probation services both at national and European level in order to improve the treatment of prisoners and their preparation for release.
The conference`s objectives were to enable Director Generals of European prison administration and Directors of probation services to share good practices and working methods regarding the implementation of the relevant Council of Europe standards and in the first place the European Prison Rules, the Council of Europe Probation Rules and the European Rule for juvenile offenders subject to sanctions or measures with a view to better preparing prisoners for release and reintegration into society, to identify possible current problems faced by the prison and probation services and to propose common solutions, to express opinion regarding possible steps to be taken at the Council of Europe level to improve prison conditions and treatment of prisoners including monitoring of implementation of the standards and capacity building measures.
