AZERBAIJAN NOT MENTIONED IN REPORT ON SECRET PRISONS
Member of Azerbaijan delegation at PACE Rafael Huseynov took part at the sitting.
The question on secret prisons was widely debated. PACE Secretary General and President of Pace attended the sitting either.
Addressing the sitting, Azerbaijani MP Rafael Huseynov said ‘Azerbaijan always demonstrates solidarity with all European countries and progressive world in fighting terrorism, as it is a country suffering from terrorism’. Rafael Huseynov spoke of the Armenian terror acts against Azerbaijan as a result of which hundreds of people were killed, and the country was caused colossal damage. He mentioned on the uncontrolled zones in the Azerbaijani territories occupied by the Armenian aggressors. ‘There are also secret prisons in these territories where Armenians keep war prisoners’, he emphasized.
‘As to the question of secret prisons where the Central Investigation Agency of USA keeps the people suspected in terrorism, here, it is necessary that all CoE member states should unanimously act in connection with settlement of problem, cooperated and rendered each other assistance via data exchange’.
The Azeri MP also underlined that in the report prepared by Swiss deputy Dick Martin on the said problem, Azerbaijan is not mentioned, as in the Republic, there, indeed, have never been secret prisons. ‘At the same time’, he said, ‘Azerbaijan stands ready to cooperate with the Council of Europe in this problem, with numerous structures conducting investigations in this field’.

On the eve of summer session of PACE, Mr. Huseynov prepared another document “The policy of ethnic cleanse pursued by Armenia against Azerbaijan”. The Draft should be signed by a number of PACE deputies for adoption by Secretariat of the Council of Europe.
