Caspian Energy Club organizes online B2G Forum

Discussed at the online B2G FORUM, organized by the Caspian Energy Club together with head of the State Labor Inspection Service Fuad Heydarov and head of the Labor Policy Department of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan Abulfat Maharramov, were issues facing entrepreneurs during the COVID-19 coronavirus pandemic, as well as suggestions of top managers and representatives of local and foreign companies, said Chairman and CEO of the Caspian Energy Club Telman Aliyev. The event began with a minute of silence in memory of the soldiers who fell as martyrs in the battles for the territorial integrity of Azerbaijan.

Welcoming the participants of the online B2G Forum which lasted for more than 2 hours, Head of the State Labor Inspection Service under the Ministry of Labor and Social Protection of the Population Fuad Heydarov said: “Although about 80% of the 900,000 public sector employees did not go to work during the stay-at-home order period, their wages were paid. The risk of unemployment of 760 thousand people was prevented within the private sector. In the private sector, state support has been provided to 600,000 people working in areas affected by the pandemic.

Along with the maintenance of employment in the current year, one of the positive socio-economic aspects was that the growth rate, especially in employment contracts, continued even during the pandemic, and that most of this growth was in the private sector.

I would like to add that this year the number of notifications about employment contracts submitted by the private sector in the “employment contract report” subsystem of the centralized electronic information system of the Ministry of Labor and Social Protection of the Population, has increased to 120 thousand (19%). The wages fund grew by 8% (including 3.5% for the public sector and 13% for the private sector). At the same time, it demonstrates the important role of entrepreneurs in accelerating the transition from informal to formal employment in the country, which is why high hopes are put on them.

Special importance in the reforms, ongoing during the pandemic, is attached to the social dialogue-based cooperation with entrepreneurs, and this factor is important for achieving the goals of the development of the labor market as a whole."

Addressing the event, Head of the Labor Policy Department of the Ministry of Labor and Social Protection of the Population Abulfat Maharramov noted that the draft law of the Republic of Azerbaijan "on amendments to the Labor code of the Republic of Azerbaijan" has been developed. This project includes both international and local experience, elimination of gaps in legislation, clarification of dispositive and mandatory rules and regulations. The project was also discussed in the trilateral commission on social and economic issues in the Republic of Azerbaijan.

Along with a number of issues, considered in the draft is the introduction of such concepts as "distant (remote) work", "telework - a form of performing labor functions at home telecommunications facilities" into the Labor code, and in this regard, the issue of regulating other articles is also considered.

In areas of activities which are prohibited during the fight against the coronavirus pandemic (COVID-19), employers are recommended to organize work in the form of “distant (remote) work “or” telework".

When employees are called up for military training or military service in connection with the military situation, the labor code and other legislative acts regarding the provision of employees provide for a number of standards whose observance by employers is important.

Then Heydarov and Maharramov answered the questions of the participants of the online B2G Forum and listened to their suggestions.

Chairman and CEO of the Caspian Energy Club Telman Aliyev expressed gratitude to Fuad Heydarov and Abulfat Maharramov for the open and sincere dialogue.

Telman Aliyev offered to create a permanent bilateral working group together with the State Labor Inspection Service under the Ministry of Labor and Social Protection of the Population, and noted that the bilateral working group facilitates conduction of regular discussions over current issues, proposals and problems with the State Service, and ensures provision of solutions in a timely manner.

According to Telman Aliyev, the Caspian Energy Club which brings together over 5,000 companies and organizations from 50 countries was established in June 2002. As an active participant of the business-to-government dialogue, the major objective of the Caspian Energy Club is to improve the investment and business climate in Azerbaijan and in other countries where the Caspian Energy Club operates, as well as to stimulate and actively participate in the B2G, B2B and B2C dialogues.

Caspian Energy Club is the international business-networking platform and regularly organizes various events. The head office of the Caspian Energy Club is in Baku. The Caspian Energy Club has official representative offices in Georgia and Kazakhstan, and authorized representatives in different countries around the world.

At the end of the event, Chairman of the Caspian Energy Club Telman Aliyev called on to the Club members and entrepreneurs to lend support by transferring means to the Armed Forces Assistance Fund, as well as to lend as much financial support as possible to the families of martyrs, fighting soldiers and officers.

Addressing the companies, Aliyev once again stressed that “Top managers, every single employee and representative of all foreign partners and partner companies should receive objective and reliable information about the struggle waged by Azerbaijan for its territorial integrity, about Karabakh conflict, occupied and liberated lands. We must get the Azerbaijani truth across to the world.”
